This is a specimen that I'm relatively sure was transported from Montana to California. This species is already in CA, so it's not a big problem. I doubt it will survive long in the desert since it lives off sap from green cones, twigs, seed pulp, and sometimes needles of several species of pine, plus hemlock, spruce, and Douglas-fir. Bugguide info page found here: bugguide.net/node/view/3393
